Dr. David W. Bolton is a policy author, government leader, and aspiring professor.
He is a Graduate of High Distinction from the Jesse Helms School of Government at Liberty University in Lynchburg, Virginia. His dissertation, "Property Tax and School Choice in Pennsylvania K-12 Education," has been published online and in print.
He has worked and served in Pennsylvania municipal government since 2011, and has served on many Boards and Committees responsible for legislative changes.
Two of his original resolutions supporting Industrial Hemp (2015) and Medical Marijuana (2016) were the basis for support in the passage of these laws in PA.
Dr. Bolton is currently the manager of two boroughs in Pennsylvania.
