David Bolton was first elected via a write-in campaign in 2011 for a two-year term made available due to a vacancy on the seven-member Borough Council. He won re-election in 2013 to a four-year term, with four people vying for three positions. He completed his 6 years of service in December, 2017, when he was elected to the office of State Constable for McSherrystown, which he held through 2019.


"Scotty" has been very active in his civil duties since being first elected. He served on the Hanover Regional Economic Development Committee as McSherrystown's municipal delegate since its inception his first year on Council. He was the Sewer Committee Chair his first two years, overseeing the commencement of the Borough's Sewer Upgrades, until he was reassigned in 2013 as the chair of the Civil Service Committee. This committee helped to hire several new full and part time officers for the borough the past few years. He also chaired the Highways Committee.


Attending Adams County Boroughs Association (ACBA) meetings since his first month on the job, Bolton was asked to run for and won the seat of Vice-President of the organization in his second year, which he has maintained since. He was also asked to form and chair the new Legislative Committee for the ACBA, which has produced seven pieces of legislation over four years, most of which have been adopted by the Pennsylvania State Association of Boroughs (PSAB) as objectives in their Municipal Policy Statements. The Medicinal Cannabis Resolution quickly gained groundswell support by municipalities in Adams County and across the state, and lent support to PA Senate Bill 3 to legalize this much-needed and highly effective medicine here in Pennsylvania.


Bolton also served as one of three ACBA voting representatives to the Adams

County Transportation Planning Organization and as the organization's Vice-

Chair. He has also served as McSherrystown's and Adams County's voting

delegate to the PSAB General Assembly. He is also a member of the PSAB

Board of Directors, and has served on the following committees: Executive,

Finance, Strategic Action, Resolutions and Policy. He was appointed as the

PA Boroughs' Representative to the PA Governor's Council on Rural

Development Board of Directors, where he served for six years.


In addition to his service, Mr. Bolton has also taken every opportunity

to expand his knowledge and understanding of the political process, having

attended many courses and seminars in Municipal Procedures, Leadership

and Municipal Law offered by the PSAB.  He has completed courses equivalent

to 22 Municipal Legal Education credits. Now a Certified Borough Official, he received the Anthony J. Defilippi Award  for Outstanding Achievement in Government Affairs at the PSAB Annual Conference in 2017, as well as the Ronald J. Harris Service Award from the Adams County Boroughs Association. He completed his Bachelor of Science in Business Management and graduated with a Master of Business Administration (MBA), scoring in the 98th percentile nationally on his capstone. He has completed his doctoral coursework in Public Policy (3.97 GPA) while attending Liberty University's Helms School of Government in Lynchburg, VA. He currently works as manager of two boroughs.
